Greek Government Fire Department

Currie & Brown has completed work on a € 20 million public procurement project involving the design, building and operation of seven new fire stations for the Greek Government.

The company was commissioned as technical adviser to the State-owned Hellenic Public Real Estate Corporation (KED), which manages the Implementation of construction programmes for government and other public sector buildings.

Currie & Brown led on a review of technical aspects, development of the specifications output and costs model, as well as various risk and performance management structures.

The programme, implemented though a PPP/PFI scheme, includes seven new fire stations to be designed, built and operated in Lefkada, Mesologiou, Alexandroupolis, Gargaliani, Thessaloniki, Veria and Gianitsa.

In total, the programme entails the construction of over 11,000 square metres to accommodate service, training and living areas, included the vehicles, depot and the training area. Total capital cost was estimated at € 20 m.

“There is no doubt that the expertise we have developed in mature PPP/PFI markets such as the UK means that we can play an enhanced role in advising public sector clients with major procurement projects, worldwide,” added Martin Dorby.

Services provided by Currie & Brown included:

  • Review of the technical aspects included in the outline business case, namely: assessment of land conditions, planning and environmental issues and functional analysis for the suitability of the plots.
  • Facilitate on compiling stakeholders (namely KED and the Fire Department) technical and operational requirements
  • Development of the Output Specifications for the Design and Facilities Management
  • Development of the Costs model (construction, operation & maintenance and renewals)
  • Risks Analysis: risk management and definition of the technical risks matrix Definition of the performance monitoring procedures and the Payment Mechanism
  • Development of the instructions to bidders for the submission of technical proposals.
  • Draft of the overall evaluation process and development of the technical evaluation criteria.
  • Technical Assistance during the drafting of the contract Project Agreement .
